Hey OP (of this site) I dare you do to make it so IP addresses of posters are hidden in the element properties. That way if we have the suspicion someone is samefagging, there is a semi secret way to call them out. It wouldn't prevent samefagging entirely, but it also wouldn't change how the site functions i.e. we still wouldn't need *shudder* captchas.
